
WI Parental Choice Program (WPCP)
Returning families, APPLY EARLY for 2026-27 or you could lose your spot!
The Wisconsin Parental Choice Program is making major updates for 2026-2027
- DISTRICT CAPS - District enrollment caps are being removed.
- NEW APPLICATION WINDOWS - Monthly application windows will now be used (see the table below for dates). Each month, applications will be verified and Choice seats assigned. This is the application method that has successfully been followed by Racine for years.
What Families Need to Know
- QUALIFY - Qualifying families are encouraged to apply.
- NEW APPLICANTS - Only incoming freshmen and new transfer students are eligible as new applicants for WPCP at FVL.
- RETURNING FAMILIES - All current voucher families (2025-26) must reapply on the DPI website for the 2026-2027 school year.
- You are strongly encouraged to apply in the February window so that your students will be in the highest priority preference order while all Choice seats are still available. Every month, the number of available seats will be reduced as applications are verified.
- Submit your application on the DPI website and then bring your proof of residency to FVL during the same application window.

General Information
FVL has been a part of the Wisconsin Parental Choice Program since 2014-15. Under this program—funded by the State of Wisconsin—parents have a voice in how their tax dollars are spent on the education of their children.
At FVL, we believe parents are best equipped to decide what school is the best fit for their child. This program allows more families to choose Christian education for their sons or daughters.
WPCP Fast Facts
- Enrollment will run for specific dates (determined by DPI) on a monthly basis from February to August.
- Students who have applied on the DPI site, submitted required documentation to FVL, and who have been verified, receive a voucher that is paid to FVL to cover 100% of tuition if open seats are available.
- Completed 2025 Tax Information (for new applicants) & proof of residency (for new and returning applicants) is needed to complete enrollment eligibility process.
- Income eligibility set by the state program is based on a family's Adjusted Gross Income; see Income Guideline Chart below.
- Families with a student chosen in 2025-26 need to re-apply and provide proof of residency within the enrollment window (you are strongly encouraged to do so in February).
- Schools may adjust the number of available Choice seats each month. If you are waitlisted one month, you may be accepted the next, if seats become available.
- Once a student is accepted into WPCP at that school for the given school year, their seat cannot be taken away due to later changes in the Choice seat availability.
- Choice acceptance does not replace FVL's own admissions process. Families must complete and be approved through FVL's application before enrollment is finalized.
